The EU is overhauling its customs framework, tightening
importer responsibilities, digital data requirements and penalties for
non-compliance. The changes could affect textile and apparel exporters,
particularly those selling directly to EU consumers through e-commerce.
The reforms shift greater responsibility for customs
compliance onto sellers and platforms handling distance sales, while a new
handling fee could raise costs for low-value shipments. Exporters may also need
to review their EU-based customs representation and data systems.
Implementation will be phased, with key e-commerce
provisions scheduled for July 2028. Textile exporters should assess potential
impacts on costs, documentation and EU market access.
