AGOA Extended to 2028 but South Africa Faces Tariff Risks

The US has extended the African Growth and Opportunity Act (AGOA) until 31 December 2028, giving eligible African exporters two more years of preferential access to the US market.

Signed into law on 2 September 2026, the extension offers South African manufacturers and investors some certainty. However, AGOA’s benefits remain limited: it removes normal customs duties on qualifying products but does not override separate US trade tariffs.

South Africa’s continued eligibility is also not guaranteed. The US periodically reviews beneficiaries against criteria covering trade barriers, human rights, rule of law and political pluralism. Removal before 2028 remains possible.
